feat: add CRUD operations for external_releases table
Implement GetExternalRelease, SaveExternalRelease, GetExternalReleasesByArtist, GetIgnoredReleases, and SetReleaseIgnored with 12 table-driven tests covering success and error cases. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
