feat: implement synthetic edge fallback in FindRoute

Browse Source 
- Add addSyntheticEdgesForNode function that connects nodes to city hubs
- Modify FindRoute to add synthetic edges as fallback when no route found
- Write TestFindRouteWithSyntheticFallback test
